How to improve the evaluation system to foster research quality

Evaluation system is the main toolbox used by science policy to monitor the scientific system. Choices by researchers and research organizations are largely shaped by the characteristics of the evaluation system since the outcome of evaluation affects their access to funds and their reputation. In this presentation I discuss different ideas on how the evaluation system could be improved to enhance research quality in developing countries
