This paper focuses in the examination of the prologue of the report Never Again made by the national Commission of Disappearance People (CONADEP) formed by President Raúl Alfonsín in 1983 days after the return of the democracy in Argentina. The report published in 1984 was established as a principal book about the violence’s and crimes of the last military dictatorship. It propose not only a reconstruction and  interpretation about the disappearance as a process but also propose a particular view about the relationships between the civil society with the military regime and a particular notion of how the country could not repeat the political violence process. In these operations the book established a specific idea of citizenship in association with an imagined community that were not involved in the political violence before the military regime, under this government were strange to the dissapareance process in the present is Imaginate as a hope to the construction of the democracy in the country.  The importance of Never Again  it’s clear in the reconstruction of the truth, to made  justice and to promote social memory about the past of crimes and violence. In this paper I try to explore they importance in the foundation of the democracy political order in the country.
