The approach to the capabilities is considered a way of addressing the problem of poverty and gives a solution. It lies on the basis of the assumption that to higher capability there is less poverty. The issue is, thus, the development of the capabilities of the individuals. But what capabilities should be developed? This is the point at which this work anchors. Are there certain capabilities more which result more necessary than others? Are there capabilities that must be developed? If so, which are those capabilities are? With which criteria must the catalogue be performed? And, is it possible to make a universal list of the capabilities of the individuals? This means: a list that includes everyone equally, without distinction of any kind?
