Against the presentation of the backdrop of inequalities, I present the debate on the applicability of the capabilities development, regarding Amartya Sen `s social policy. All in all, it is about the development of positive freedoms if any political will exists. Three are the key concepts: (I) Poverty, (II) Capabilities and (III) Freedom. There is a social link among these three concepts. The answer to the problem of inequality is, in the context of Amartya Sen ´s social policy, his thesis of the development of individual capabilities.
