Frameworks are software tools with high degree of genericity and reusability and, therefore, they serve to solve a family of problems of a particular type rather than for an specific problem. This paper presents the design, implementation and use of a framework that allows to represent systemic models based in quantitative indicators and indices. Such indices and indicators are not always independent of each other but are often interrelated. Therefore, the change in some variable requires recalculating the value of other related variables. The software developed allows to maintain the consistency of values in indexes and indicators even in the case of systemic models with cycles. Furthermore, the framework can be coupled to a GIS to geographically visualize the changes produced in the value of a variable and, at the same time, observing its effect on the rest of the variables of the model. For this reason, it is possible to use the framework in order to monitoring the state of environmental aspects, services and infrastructure networks among other aspecsts. Finally, by way of example, the use of the framework in order to monitoring the state of the main infrastructure and services networks in an intermediate city of Argentina, and the obtained results are shown.
