The joint meeting of the XIV International Conference on Hyperfine Interactionsand the XVIII International Symposium on Nuclear Quadrupole Interactions tookplace at Iguassu Falls in August 2007, at the Argentina?Brazil border, as a jointorganization of both countries. The event was held at the Mabu & Thermas Resortin Foz de Iguaçu (Brazil).The scientific program had the pattern set at the more recent conferences inthe series (Utah 2001, Bonn 2004), and the contributions focused on hyperfineinteractions detected by nuclear radiations. The majority of the contributions wererelated to Solid State Physics, mainly in topics as ?HFI probes in Semiconductors,Metals and Insulators? and ?Magnetism and Magnetic Materials ? Bulk and thinLayers.? Topics as ?Surfaces, Interfaces, Thin Films, Nano-structures,? ?Theoryof Hyperfine Interactions and Nuclear Moments? and ?Investigations in Biology,Chemistry, and Medicine? were relevant. The number of contributions presented intopics like ?Resonance Methods,? ?Nuclear polarizarion and Nuclear properties,?and ?New Directions and Developments in Methodology? were in a third level.One hundred and thirty delegates participated in the meeting. There were around20 participants from Japan, 20 from Argentina, 20 from Brazil and 17 from Germany,the rest came from USA, Russia, Israel, South Africa, Perú, Belgium, India, Poland,Australia and Denmark.There were 186 contributions distributed in 15 invited talks, 33 oral presentations,and 138 poster presentations. Afterwards, we got 103 manuscripts finally acceptedfor publication.Many postgraduate students participated in the meetings. All of them receivedan important financial help from our partners of the Bonn University. Prof. KarlMaier and Reiner Vianden, the organizers of the HFI/NQI 2004 conference, gavefunds to the local organizers of the HFI/NQI 2007. These funds, which had remainedfrom the conference held in Bonn, were given with the indication of granting youngresearchers the possibility to participate in the Conference and in its social events,excursion and special dinner. This was acknowledged by E. Baggio Saitovitch, duringthe opening session, as a important factor in the expected success of the Conference.In the opening talk, the threats and advantages of the binational organization ofthe Conference were analyzed by one of us (EBS). The aim of these words was tomention our feelings concerning to work together and make a positive evaluation ofour cooperation.In a special meeting, Reiner Vianden presented a project concerning an internationaleffort to create a Perturbed-Angular-Correlation (PAC) center in Europe,offering the Bonn University as a host. This proposal met great acceptance, despitethe fact that PAC specialists represented only a fraction of the participants. In thismeeting one of us (AFP) was invited to coordinate the actions for setting up aPAC Web page. This program intends to strengthen unique European facilities,and an implanter for radioactive PAC isotopes certainly fit into this category. Theproject on an international PAC organization, built around a radioactive PACisotope implanter located at the University of Bonn, is a well defined objective ofthe collaboration.The Editorial office is grateful to the authors for their cooperation by submittingthe electronic versions of their contributions largely in time, and to the referees fortheir great effort in ensuring the scientific quality of these proceedings.We acknowledge the evaluation made by Guido Langouche at the ConcludingRemarks concerning the organization and the work of the Program Committee.Finally, we acknowledge the support of the entities shown in the next page.La Plata, January 2008.A.F.
