Co-Autor: Tiago Porto, Fundación Getulio VargasThe aim of the study is the Development Bank of Brazil (BNDES) new project evaluation methodology (an ex-ante method), arguing on the importance of such metrics for the new roles development banks have been acquiring and also, we provide some suggestions for the improvement of the methodology. The paper is structured as follows: Section 1) A discussion on the mainstream theories ofperfect allocation of resources by the financial market and its alternatives, Section 2) an analysis of the role of development banks and BNDES, Section 3) an analysis of the TIIP and recommendations, Section 4) conclusions.
