Resumen:
Since 2003 on, new conceptions of State and new governments raised. Those have had Important impact on multilevel relations, particularly by the recentralization of some competences. In Argentina conflict rather than cooperation is still being the main feature of National and Provincial relations regarding the federal transfer system and the federal coparticipation regime. The lack of mechanisms of coordination and the absence of long-term agreements are persistence features of Argentine IGR. This issues put coparticipation regimen and the fiscal federalism on the agenda by each new government.
