Resumen:
This research aims at contributing to the debate on the role of private-public collaboration (PPC) in the productive development policies (PDPs) realm through a detailed analysis of four case studies in Argentina. The case studies presented include a brief account of the sector/activity to which the PDP is applied, a description of the PDP, a characterization of the PPC mechanisms involved and an analysis aimed at generating knowledge about, among others, the following questions:· Which are the conditions that may favor or deter the emergence of PPC mechanisms?· Which are the incentives and monitoring mechanisms in force?· Which is the grade of involvement and authority of the public and the private sector?· Which are the characteristics of the public agencies involved? (e.g. flexibility,bureaucratic quality, isolated high level areas, stability of key public servants, etc.).. Which are the characteristics of the private partners? (e.g. legitimacy, existence of previous consensus about relevant policy issues, technical capabilities, etc.).· Have PPCs contributed to the improvement of the quality and the outcomes of the PDPs? If so, how? If not, why? Which other positive impacts were generated?· Has the PPC generated other positive impacts beyond those originally envisaged? (e.g. has it become a platform for identifying new challenges and opportunities?)· Which is the cost-benefit balance of participating in the PPCs as perceived byparticipants in the public and private sector?· Did rent seeking and free riding behaviors emerged? If not, which were the mechanisms chosen to prevent them?· Which is the expected development of the PPC for the near future?
