Since the signing of the agreement on Trade-Related Aspects of IntellectualProperty Rights (TRIPS), there has been a global process of strengtheningand harmonization of intellectual property rights (IPRs) systems. This paperanalyses whether IPRs play a role in decisions of cross-border mergers andacquisitions (M&As) and whether their influence is dierent for developedand developing countries because usually the effect of IPRs depends onthe development level. We use data of M&As for the post-TRIPS period(1995-2010) and two different indexes that measure the strength of IPRssystems. We perform an extended gravity model, which considers the strengthof intellectual property protection at country level, to study bilateral ows of M&As. We found that IPRs systems influence decisions of cross-border M&As. However, the effects are different for the manufacturing and agricultural sector and for countries of different development level.
