The explosive urbnizing proccess in Latin America has given rise to illegal settlements; poverty areas where the population live precariously and their quality of life becomes seriously affected. Mendoza Province is the west of Argentina, and this problem cncerns both of them. The State policies have not always been efficient or realistic reagarding these illegal settlement. The aim of this report is to study the organization of the poor people to improve their condition from a geographical point of view, as the participation on the inhabitants and the territorial policies of the govermment are closely related to the organization of the space.
