Today’s youth are better educated than older generations, but unemployment rates for youth in Argentina are much higher than those for adults, and the trend is getting worse. Economic theory predicts that increased educational attainment will ease the transition to work and bring greater job success. Some youth have benefited, but others still face challenges in finding work—even though returns to secondary and higher education have increased for both youth and adults. This chapter analyzes the relations among growth, business cycles, and youth labor market outcomes (wage returns, unemployment, and occupational mobility). The chapter begins by documenting employment, unemployment, and wages for youth in Argentina. The next section addresses labor market wage returns and the likelihood of unemployment during business cycles. The last section discusses occupational mobility. The chapter concludes with some questions to guide policy debates.
