In the search for a path leading to development in Latin America, there are certain topics that appear on the agenda every now and again before turning into strategic ideas. They are long-lasting and significant and are finally incorporated into society=s basic set of beliefs. One striking example of this is the belief in an endogenous approach to development with an emphasis on technology transfer. However, in other cases these beliefs are more short-lived. Some ideas are established with all the enthusiasm of their catchy titles and then after a while are replaced by others. This transience is understandable in the context of the last twenty-five years which have been characterized by rapid, profound changes in economic and social structures. The search for new strategies then becomes a matter of finding solutions to situations that are constantly changing in conditions of extreme uncertainty. Often the novelty is in the theoretical field and the terms of references are the same. At other times the names are the same but belong to different theories. In many cases, the novelty lies only in the name. There has been a heated debate in Latin America for many years on the differences between development, growth, modernization and other similar concepts.Over the last few years networking has emerged as the newest strategy promising better results in the development of productive capacities.
