This article
presents a discussion on current problems and perspectives of social
participation in "Latin" America. To evaluate those problems
and perspectives requires us to place them in the context of ongoing
globalization processes, otherwise any conclusion would be built on the unrealistic
assumption that contemporary societies or communities constitute bounded
isolated units. It also requires us to explore the relations between social
participation and the social processes of identity making and agenda setting,
because--to say it in a very reductive way--only those collectivities who exist
as social actors and have their own social and/or political agendas can really
participate. Those other collectivities that do not constitute themselves as
social actors can only contribute to or resist the implementation of socially
constituted and recognized actors' proposals.
