Although in this paper I particularly discuss cases related to indigenous peoples´ organizations, my ongoing research and former publications show that similar conclusions might be established in other cases of articulations between global agents and local organizations of diverse popular sectors. "Global agents" is a single operational expression I use to name a variety of social agents, i.e.: international agencies, bilateral cooperation agencies, the multilateral banks, transnational foundations, as well as transnational social movements and non-governmental organizations. My main interest in this paper is to call your attention to the significant roles played by global agents, and therefore to call your attention about the need of both self-responsibility of these agents and external monitoring of their practices.
