As part of a larger study, we set out to inquire about the process of appropriation of the city, analyzing two axes: the dynamics of access to land and existing perceptions about the scope of individual private property. Here we present the major findings related to a particular actor, the state. Our goal is to analyze the diversity of state actions developed into three production processes habitat in the city of Mar del Plata (Argentina) originating from land occupation. In them, we see a variety of stresses in relation to the application or omission of legal instruments, the definition of regularization or relocation processes, brokering between occupiers and owners, among others. Can hardly maintain that delineated a continuum of state practices, but are fragmentary and far from univocal classified as having a logic, being rather spherical and even counterproductive. In that sense, we consider that the exercise of revealing such mechanisms is the kickoff for the definition of urban policies based on principles of inclusion and social justice.
