Resumen:
One of the challenges in terms of the governance of the international system is its increasing constitution by dissolution by States that are in the process of dissolution. Whether due to an institutional weakness or a sustained crisis, geographical spaces are generated devoid of political unity. From these, high levels of violence emerge which, in turn, generate instability, not only in the region itself but in the global scenario as well. The concept of "failed States" understood as the absence of legitimate authority and institutional structures, takes us back to the need to leave the state of nature through a social contract re-establishing authority and the rule of law in order to ensure Domestic survival. Currently, we possess more sophisticated elements of conceptualization, to understand why a political community may reduce and give way to a smaller one based on the search for an ethnic or cultural homogeneityinternational system is its increasing constitution by dissolution by States that are in the process of dissolution.
