I propose to discuss these two key questions: Whatdoes democratically govern the media sector mean? Otherwise:"Where there is no explicit policy fruit of socialparticipation (...), implicit policies have emerged through theintervention of groups, sectors or agents with interests other thanthe collective interest." (Graziano).
