"Government, officials and citizens" is the title of chapter 4 of the book: Corruption, game theory and economics. It includes the results presented in ``Who controls the controller? A dynamical model of corruption'', by Elvio Accinelli, Filipe Martins, Jorge Oviedo, Alberto Pinto and Luis Quintas. The Journal of Mathematical Sociology; Volume 41, Number 4, Pages: 220-247, (2017).The evolution of corruption in a society modeled as a game is studied. The interaction between government, officials and citizens is analyzed. Both government and officials can be corrupt or not corrupt, and citizens can re-elect or not re-elect the current government. An index of intolerance to corruption is defined.It is studied the stability of the equilibria of the corresponding evolutionary game with the dynamics of the replicator and the possible trajectories of the system as a function of the corruption intolerance index.
