This document describes the development of a system that supports the Electronic Delivery of Social Welfare Services (e-Welfare). The document first presents a general background to Welfare Services in the context of Government to Citizen (G2C) services in Macao. Next, it specifies in details the typical requirements for an e-Welfare System. Use Case, Conceptual, Design and Implementation models are later presented and discussed successively.Glossary of terms and some implementation artefacts are included in the appendix.
