Human rights loomed large in the search for what would comprise Pan-American legal principles and were bound up in the efforts of those who sought to create a body of Pan-American international law. In that search, Pan-American international legal norms on human rights helped define global human rights law. This chapter traces the connections between the American Institute for International Law (AIIL), Pan-Americanism, and the inter-American and global institutions created in the 1940s. It shows that the AIIL provided the institutional and ideological foundations for the inter-American institutions associated with the so-called Inter-American Human Rights System and the Liberal International order (LIO). Pan-American international law promoted by the AIIL offered the basis for inter-American legal institutions, especially those devoted to promoting international human rights and peace.
