Resumen:
The main purpose of this paper is to summarise previous contributions to the Vertic/NPSGlobal project on Nuclear Verification Disarmament (NVD) and to suggest, therefore, an innovative hybrid model for the establishment of a centre or hub specifically addressed towards these efforts. The main idea behind the proposal included in this paper is that, for a diplomatic/technical regional initiative to succeed, both the involvement of non-state agencies and organizations and, of governmental organs and multilateral agencies, is required. The project action plan at the origin of the debate that gave rise to this proposal included the objective of assembling and implementing an expert node for the Latin American region. Therefore, the research activities which were deployed in the last months were oriented towards the identification of best practices and most efficient ways by which such a node could potentially form the beginning of follow-on actions for the long-term implementation of General Assembly Resolution A/RES/71/67 to consider the role of verification in advancing nuclear disarmament, as well as the 12 December 2018 UNGA Resolution A/RES/74/50. The hub should be able to stand as a vehicle in Latin America through which capacity building for NDV activities can take place in different countries from the region in a sustainable manner. The proposal presented here is intended to respond to many of the comments and ideas gathered from a survey carried out by NPSGlobal in May-June 2021.
