Resumen:
The purpose of this paper, in the context of a series of debates on regional approaches to counter-terrorism, is to show that terrorism is a highly controversial concept whose scope and characteristics (and hence the means to combat it) depend on political cultures and experiences. I intend to present the Latin American (national and regional) perspectives on « terrorism » as examples of the political background and a result of particular (hi)stories. This perspective will suggest that the only way to efficiently fight terrorism is by paying attention to specific legal contexts and drawing on local narratives that shape the concept.
