Resumen:
In December 2016, the UN General Assembly adopted by an overwhelming majority theResolution A/Res/71/67 on nuclear disarmament verification, calling for the ?development andstrengthening of practical and effective nuclear disarmament verification measures? to facilitatethe advancement of nuclear disarmament. The resolution also called upon states to cooperate inidentifying and developing such measures through *advancing, understanding and addressingtechnical challenges of nuclear disarmament verification and monitoring, including tools,solutions and methods and capacity-building.*Latin American and Caribbean states fully supported the text, which includes a mandate to theUN Secretary General to gather views on the importance of verification for nuclear disarmamentand to establish a Group of Governmental Experts (GGE), to be convened in 2018 and 2019. This working paper intends to encourage the discussion of a regional perspective on the importance of establishing a Group of Scientific Experts on Nuclear Disarmament Verification (GSE-NDV) to support the work of the GGE, either during its existence or after its mandate has concluded. The paper also discusses the potential contribution that non-nuclear-weapons states, in particular Latin American and Caribbean ones, might provide to suchan endeavour on the basis of their history and experience.
