This paper analyzes internationalization of higher education through regionalism from a case study perspective: the Common Market of the South (MERCOSUR). The main argument is that MERCOSUR policies for higher education configured a revisionist internationalization proposal that sought to contest the mainstream model. To assess such a project, I analyze how social and cultural national dynamics, policies that aim at reducing asymmetries and regional goals influence policy outcomes. Thus, MERCOSUR regional policies are structured by the core principle of the right to higher education that leverage mainstreaming approaches
