Resumen:
In this chapter we analyze the availability and scarcity of water in Latin America from a critical standpoint, considering the physical processes, economic interests, and political decisions involved. We present an overview of the concept of scarcity in order to demonstrate how our theoretical understanding of the issue has evolved from a hydrometeorological to a political question, focusing in particular on the political ecology literature.
