Economic regulation of bus public transport was the subject of academic debate in the '90s as part of state reform processes aimed at reducing subsidies and increasing efficiency. This debate resonated in Latin America, and different cities did regulatory reviews without being able to avoid long-term trend of increase in fares, even with subsidies. Economic growth in the last decade delay placing the issue on the political agenda. This paper reports on fares in the context of transport policy. We explore the evolution of the economic equation defined by the regulation aimed to identify key points by a long term analysis.
