It is necessary to establish urban transport policies oriented to give effective priority to public transport. These policies shall conceive urban public transport as an element of social inclusion and a support to poverty reduction.   Regulatory and funding strategies shall be oriented to promote competitiveness and effectiveness.   Organisational issues in metropolitan areas shall be approached in order to build democratic institutions
