A novel fact of the passenger transport in the great Latin American metropolis, is the growth of alternative services to the bus public transport (or regular), the main mode for urban trips in the local pattern of urbanization. The paper describes the evolution and present situation of the charter in the Metropolitan Region of Buenos Aires, aiming to give evidence for a characterization of the cities of the globalization from the mobility’s point of view.  Two aspects stand out.  First, that in spite of the increasing restrictions imposed by the regulation, the activity grows throughout the 90’s. Second, that this growth goes together with significant changes in the service’s profile.  In general terms, it is observed a process of consolidation of the service, and a duality in terms of quality and price. There are a tend to produce a type of service for "the rich" and another one for "the poor” people.
