Refik Kortan Division of Materials Sciences and Engineering Office of Basic Energy Sciences Dear Dr. Kortan, Please find attached my report on the proposal “Infrared energy absorption through surface phonon-polaritons in ultrathin oxide films” by Prof. Giovanna Scarel. Briefly, I believe that a pragmatic, quantitative detailed study of nanometer scale films made of oxides as Al2O3, TiO2, and ZnO deposited in substrates with different conductivities is worth pursuing and justifies this proposal. I am quite skeptic on clear cut results involving heat “radiative–mechanical” duality taken as independent concepts, but, since it is basic research proposition any result achieved would be worth in helping untangle what may be found in the current literature. On the other hand, this presentation is written in too vague terms and needs to be rewritten correcting, clarifying, and narrowing many statements some of which are commented in the report. It also requires revision on the instrument upgrade request.  When done, I suggest that it be resubmitted. Yours  Sincerely, Néstor E.
