At the beginning of the 19th Century, the Viceroyalty of New Spain ruled by the Spanish Crown still comprise a large territory including the current Cuba, Puerto Rio, Costa Riva and even La Florida (US) and the Philippines. As a highly hierarchized society, the administrative system tended to keep Spanish burocrats and ecclesiastic men, while creoles and mestizos administrated the Cabildos (local jurisdictions).
