Floods and its consequences are a known hazard at a planetary scale. Its physical causes, social implications and management, differ according to the analyzed area. Many sciences, with their methods, study this phenomenon and how to prevent, mitigated and manage it. The physical geography is one of them and its particularity is the systemic and integrative approach. The aim of this work is to present a methodological approach to analyzed flash flood hazard and exposure in small and ungauged basins. These two components of risk were assessed using hydrogeomorphological and social methods. The stages are supported by a geographical database that includes numerical data in a GIS environment. Stage 1: geomorphological analysis; stage 2: hydrogeomorphological analysis focusing on the hydrographic network; stage 3: morphometric analysis (parameters and index related to flash flood hazard); stage 4) analysis of the vegetation both areal and linear patterns (riparian vegetation), stage 5) climatic and meteorological analysis, step 6) analysis of edaphic conditions and stage 7) hydrological modeling through hydrometeorological methods mainly. All these stages will allow, under the approach of the social theory of risk (stage 8), to address the components of hazard and exposure in a particular urban area. This methodological approach is dynamic, allows the change of spatial scale, each stage can be developed as one itself and cartographic products would be made according to the needs of the different social sectors involved. It is a guidance to supports decision makers seeking solutions to urban planning, land use and risk management.
