A qualitative study design will be used, including documentary analysis of national policies or strategies, and interviews with decision makers, providers and relatives of women who died of maternal causes in three countries of Latin America and the Caribbean (Chile, Colombia, and Ecuador). The purpose of this research is to inform the challenges and development of national policies or strategies to improve the response capacity of health systems and services in the face of barriers to access, use and quality of care for obstetric and perinatal events in the context of the COVID-19 pandemic.
