The individualist neoclassical paradigm involves, among other things, a bounded applicability for certain types of community, namely, the group of people with their basic needs satisfied. This implies that they are potential consumers, all the more, in fact they are consumers. Precisely, the decision that matters to the neoclassical paradigm is making decisions only for consuming. In this case, the notion of welfare is restrictive. This paper argues that (i) not only consumption is a variable to consider at the moment of achieving welfare. (ii) The possibility of extending the applicability of welfare in a broader sense than consumption. (iii) The condition of possibility for the success of (i) and (ii) is the development of human capabilities.
