In a previous work, (Sosa et al. 2009) we evaluate the drag reduction obtained by means of a three-electrode plasma actuator for a cylinder wake flow at a turbulent regime, Re$\sim$5000. We propose in the present work, an optimization regarding forcing parameters for this kind of actuator. The results do not restrain to the global drag measure but they profit the information issued from PIV measures that involve the wholeflow dynamics. We compare the performance of the three electrode actuator with the dielectric discharge barrier (DBD) actuator, a far more studied configuration (see i.e. Wang et al. 2013). Analysis of coherent structures shows dramatic modifications introduced by the actuator. These are strongly related to resonance frequencies of the wake flow, given by Strouhal natural frequency. Drag reductions are of the order of 50\% and the energy consumption is significantly smaller than in our previous results.
