Electro-hydrodynamic or plasma actuators have rapidly developed over the last 20 years in the flow control community and a large field of active control possibilities have been developed.The cylinder was mounted in a closed loop wind tunnel and linear oscillatory movement of the cylinder transverse to the free stream was allowed. We characterized the vibration responses at high mass ratio of m∗ = m/md ≈ O(103) and explored a range of Reduced Velocities, 4.8 < U∗ = U∞/fnD < 6.0 and the experiences were focused on Re ≈ 5 · 103.We employed two Dielectric Barrier Discharge (DBD) plasma actuator to modify the oscillations amplitude and frequency response of the system. The pair of DBD plasma actuator was placed along the cylinder span. The electrical parameter of control of the actuators were fixed in frequencyand intensity.We have found that, within our experimental conditions, the VIV phenomena can be supressed with plasma actuators running in a continuous regime (without burst mode).
