In preparation for ILA Johannesburg 2016 - AVIDUALUTORÍA INDIAbstractFirst, may I remind you of the current terms of reference of the Committee which appear broad enough to address not only the topics under permanent review, notably dispute settlement, new applications of satellite data and space debris and the new topic assigned to the Committee for 2012-2016, on the legal aspects of suborbital flight. In fact, the mandate of the ILA Executive Council also refers to the need for the Committee to remain alert over new developments in the field. In this challenge -to be addressed in more detail later- the ILA Committee draws the attention to questions surrounding space security, cyber security and the risks of last generation technologies becoming easily available to the civilian sector. Communication networks and earth observation satellites are, among others, attractive targets for an attack by means of cyber technology. These concerns are being highlighted by the Committee Chair in the annual report to the Legal Subcommittee of COPUOS next April.
