Resumen:
Different alternative instruments applicable to developing countries are analyzed. The main regulatory and economic instruments are summarized, and their weaknesses and strengths are discussed, concluding that economic instruments complemented with new enforcement and dissuasion instruments improve effectiveness and efficiency of environmental policies, even in developing countries. It is also analyzed policy implementation conflicts in these countries, mainly between the private sector and the government, as well as among different governmental organizations and levels. A discussion is presented trying to answer the following question: do changes in contemporary society tend towards more efficient policies to solve environmental problems?
