Resumen:
New proposals arise in the context of an electronic government policy in public administration. Each of them must be considered so as to assess their advantages before being implemented. However, there are many technical, organizational and institutional elements to be considered when making a decision of this kind. The critical points that justify this decision must be clearly defined and evaluated. By means of these points, decision makers quickly and efficiently analyze each initiative. This article presents a framework to assess specific initiatives in an electronic government policy. This framework presents simple criteria to determine the value of each proposal. Their advantages and benefits for society and government are considered through four performance criteria (efficiency, effectiveness, strategic benefits, and transparency and institutional value) applied to five dimensions of the electronic government proposal (product, time, distance, interactions, and procedures).
