Resumen:
This paper looks at the current and future challenges of transboundary basin governance and cooperation in the Uruguay River basin. It claims that transboundary basin governance constitutes a dimension of regional integration that is a particular feature of South American regionalism. We look at the Garabi-Panambi binational (Argentina-Brazil) hydroenergy project as a case to reflect on such pressing challenges as well to envision approaches and policies to overcome these challenges.
