Housing transformation is part of habitat and city transformation. The paper ?Social Habitat Sustainability in the City ? Proposal for the Argentine Republic extensible to Latin America? ? Lombardi and Cremaschi - XXXII IAHS Congress, proposed an inclusive housing policy for the poor economic sector, by means of participative planning process (PPP) and building management. In this way the urban habitat may grow according to the pre-established objectives helping to articulate social relations and transform the city. A way of attaining this objective, after a process of participative city planning, is to build lodging structures (LS) that will be the ¨support¨ for the next stage: participative housing process. This paper deals with definition of variables, execution process and first images of this stage. ? Variables considered are: 1) size/scale; 2) technology; 3) growth capacity; 4) support capacity; 5) flexibility; 6) cost; 7) urban regulations. Management process can be performed by: 1) building enterprises; 2)state departments; 3) NGOs; 4) assisted self-management builders Once the LS are accepted as a way to support the new housing it is important to have a draft of the design in order to select the plots were they could be located. All variables are related to shape a system. At the same time, this system is related to another one: the housing construction system. Cost must be the lowest but quality must be the highest and support capacity must bear the weight of the houses and other buildings. LS should be light, cheap, strong and apt. This paper will also deal with some questions that must be part of the participative planning in order to get a sustainable system, specifically in point 7): should this ?inclusive? housing/habitat model have the same city urban regulations?
