This document presents an analysis of some of the key indicators of health care needs, coverage, expenditure and organizations of health systems in Latin America and the Caribbean. Based on this evidence, it proposes a reform agenda for expanding the coverage of these systems. The main topics covered are the integration of the public, private and social security sectors and the design of national insurance mechanisms, the promotion of efficiency gains and increased oversight  in existing systems, and the expansion of primary care.
