This paper looks at the policies and power relations that currently shape the Uruguay river basin (URB) in relation to hydroenergy infrastructure. Particularly, it seeks to understand the role that hydroenergy infrastructure projects play in constructing approaches of transboundary basin governance. What can we learn from the Garabí-Paramí binational project about the evolving frameworks of cooperation between Argentina, Brazil and Uruguay around the URB? The claim is that the hydroenergy infrastructure agenda in the URB is given priority over other policy issues where riparian cooperation is needed to ensure a multidimensional governance approach to basin in line with sustainability criteria.
