Policy Diffusion and Higher education in the 1990. The case of mercosur

The objective of this presentation is to analyze what and how regions diffuse or transfer ideas or policies among countries members an beyond. The focus is based in Mercosur  and higher education policies during the nighties till nowadays, in which it would be better to speak about unasur, a brother process  of regional integration that include all south American Countries. Through a comparative approach in which we will bring to bear other regional processes , such as the  European Union, we will  characterized  the way that Mercosur was used for disseminating a  higher education reform  among  country members The idea I will try to show is that Mercosur and Unasur is certainly a successful experience of international policy diffusion, in which more developed countries such as Argentina, bring good experiences, capacity and ideas to less developed ones. Nonetheless the content of this polices where closer to global idea o multilateral reform rather than to a regional education space, as it was in Europe, Nafta and asean .
