Resumen:
The research analyze primary health care (PHC) strategy in the City of Buenos Aires devoted to improve Health Care Indicators of underserved population. For this, establish a theoretical framework and a methodology for assessing the technical efficiency of Health Care Centers (CESACs) and determine convergence in diagnosis, treatment and supplies provided among income groups and neighborhoods. The methodology consists in analyzing 4 geographic areas of the City (CGPs) with different socio-economic scenarios, and studing at intertemporal and interjurisdictional level the production of the Health and Community Action Centers (CESACs), present in each CGP,identifying trends over time. In conclusion, the development process of the PHC presents 2 effects (negative and positive, respectively): convergence is not checked and increase of consultations. Also, no association was recorded between socioeconomic indicators and performance and there is observed coordination between CESACs and referral hospitals. There is evidenced similarity in the production of the different CESACs.
