How should China better promote and carry out exchanges and coopera- tion among international scientific and technological talents?

We understand that one of the concerns of this event tries to provideideas on scientific policy, economic developments, and aspects that must be improvedboth in the services and in the quality of life of the city of Hefei. However, inthis opportunity we will try to explain the reasons why there is a lack of goodcollaboration between Argentina and China, and to suggest some ideas about howto intensify it. We think that some of these points are actually extrapolable to thesituation of the whole of Latin America region, but we will centre only on Argentina.We will focus on scientific cooperation, but our conclusions may be useful also forother areas. In principle, we do not think that the key to the problems resides in theinfrastructure or in the services of the city. Instead, we noticed problems of mutualknowledge. We are unaware of the existence of the opportunities that are offered byChina, and on your part, it seems that you do not know how to effectively reach us.In this talk, we will make a brief introduction about the Argentine sociopoliticalreality. Then, we will analyze the problems that exist in the sources of information,and finally, we will propose some organizational solutions.
