This document describes the proposal for a system capable to test hundreds of 64 multi-channel Hamamatsu photo-multiplier tubes (PMTs) to be used in the detectors for the AMIGA (Auger Muons and Infill for the Ground Array) project of the Pierre Auger Observatory. The PMTs test facility will be running in the Auger Laboratory at CNEA, Buenos Aires, where the muon counters will be assembled. This proposed system is designed based on the experience and learnings obtained with the Auger PMTs testing facility at Malargüe, Argentina. We first describe the PMTs chosen for the AMIGA project and the requirements for test system as well as the proposed tests to be performed to each PMT and some preliminary measurements. Then, the hardware and software scheme are shown as well as some estimations about required manpower and costs.
