INDUSTRIES AND ENVIRONMENTAL IMPACT ASSESSMENT: ANALYSIS OF THE SCREENING PROCESS IN ARGENTINA

Resumen:
Business and industry, including transnational corporations, play a crucial role in the social and economic development of a country. In addition, industrial activity is strongly related to potential negative impact on the environment. Nowadays, almost every country in the world recognizes the Environmental Impact Assessment (EIA) as an essential tool to reach sustainability. Argentina is one of the two federal countries of South America. It is formed by 23 provinces and a Federal District, and can also be divided into 3 main production blocks: Buenos Aires, Santa Fe and Cordoba provinces. As every federal country, the Nation dictates the general norms and the provincial states establish its own regulations. The aim of this paper is to analyze and compare the Environmental Impact Assessment legislation framing industrial activity in each province, and evaluate the strengths and weaknesses found in comparison to Buenos Aires province.To accomplish this, the legislation of every province related to environmental impact assessment of industries was analyzed. From the results obtained, it can be noted that only 8 out of 23 provinces and the Federal District, present specific environmental legislation regulating the Environmental Impact Assessment of industrial activity, 9 show regulations on Environmental Impact Assessment referring to industries, while the rest does not consider this activity at all (specifically).In the province of Buenos Aires although the process of industrial categorization procedure allows the authorities to know each company?s environmental complexity level in order to control and monitor them, it is necessary to continue working on the subject to achieve results as accurate as possible, and to consider all the real factors that can cause environmental pollution and inconveniences to the population.
