In this chapter we analyze the current main trends in the scientific cooperation between the European Union (EU), and the leading Latin American countries (LAC). To this purpose we study the structure acquired by the cooperative projects funded by the EU through the last two Framework Programmes (FPs), in which Latin American groups and institutions have been involved. We included all the projects funded by the FP6 and FP7 up to April 2010. These projects are analyzed considering their more general features, such as the total number of projects, the magnitude of the funds involved, the relative contribution made to these funds by the different countries and their geographical distribution. But we are interested also in specific features such as the thematic structure of this type of scientific collaboration, the concentration of projects in specific geographical areas -such as the capital cities-and the existence of dominant elites or institutions in each field that may explain the greater involvement of a country or a city in a higher number of projects. We have chosen this approach taking into account the availability of the existing information sources. Its advantages, comparing it with the variety of other sources of funding, is the existence of time series and the scope of these Programmes, which cover most disciplinary fields, while the initiatives implemented by institutions that are very active in regard to Latin America (the NIH, the NASA, from U.S.A. or private foundations), are restricted specifically to research in the health, space or other specific fields).
