Much has been said in the last years about the growing importance of emergingpowers. This issue has become an important matter of academic and journalisticdiscussion including various positions: from those who celebrate in a grandiose way the emergence of new global powers to those who have been strongly criticizing this premise arguing that the vulnerable domestic conditions presented by all these states disable its cataloguing as emerging powers. Considering the suggested issue for this meeting, I find it interesting to raise three questions arising at present days on the issue of emerging powers: 1- What kind of attributes are currently defining emerging powers? 2- Who are the agents in charge of outlining and disseminating such conceptualizations? What are their interests? 3 3- What consequences it brings for the formulation of the foreign policies of the States?
